What should be done about all the unruly children and asbos out there?

How should the problem of unruly children, asbos and young adults be dealt with? The parents dont care what their children are getting up too. Kids sat in bus shelters with cans of beer in their hands, drunk, rude, terrorising their neighbour hoods and the elderly, they refuse to work and the list goes on. Is national service the answer, or bring the parents to task about their lack of control and why should hard working people foot the bill for lazy families who refuse to work and have unruly kids?What should be done about all the unruly children and asbos out there?
They are all liberals and are being taught to do whatever feels good. They are also being taught that you don't have to work hard if you vote for the Democrats. They will enact more social programs to GIVE you money for doing nothing. a big part of it is because both parents are working their a**es off to make a living since it costs so much anymore. They aren't home to see half of what their kids are up to... then you got the anti spanking issues for when they are kids lol hell my parents beat my a** with one of those orange race car tracks when i was a kid... tell you what you learn a lot quicker right and wrong that way then waving a finger ';no no';
