';All around the world, most heads-of-state claim that majorities of their people approve of their policies and actions. Even dictators seek to legitimize their power based on similar claims. But hold on. Their opponents also claim that the people are with them. Who is right, the leaders in power or their opponents? Often, it turns out, neither. Large majorities of the general population worldwide have views different from their leaders both those in power and those out of power. This leads to enormous disconnects between the leaders and the led, disconnects not alleviated as regime follows regime 鈥?even in democracies.';How Are People Making Governments Work for People?
